Romney says Obama trying to cozy up to Kremlin
LOS ANGELES (AP) ? Sharpening his attacks, Mitt Romney on Tuesday accused President Barack Obama of trying to ingratiate himself with the Kremlin as part of a pattern of "breathtaking weakness'" in foreign policy.
"The Russians clearly prefer to do business with the current incumbent of the White House," Romney wrote in an opinion piece on the website of the magazine Foreign Policy.
The article represented an escalation of an attack Romney first leveled after Obama told outgoing Russian President Dmitry Medvedev he needed "space" to deal with missile defense issues because he would have more "flexibility" after the November elections.
Romney then drew criticism Tuesday from Medvedev after he labeled the Russians as America's "No. 1 geopolitical foe" in a Monday interview. The Russian president said Romney's comment "smacked of Hollywood" and recalled the bygone Cold War era.
"It's 2012, not the mid-1970s, and whatever party he belongs to, he must take the existing realities into account," Medvedev said.
House Speaker John Boehner, the country's top-ranking Republican, chided Romney for criticizing the president during a foreign trip. Obama was in South Korea at a nuclear security summit.
"While the president is overseas, I think it's appropriate that people not be critical of him or of our country," Boehner told reporters when he was asked if he agreed with Romney. "Clearly what's going on in Russia over the last couple of years raises some concerns."
The president was flying back to the U.S. when Romney's opinion piece appeared Tuesday.
In the article, Romney expanded his criticism of Obama, calling his entire foreign policy "a sad replay of Jimmy Carter's bungling" and claiming that Obama has "demonstrated breathtaking weakness." He also criticized Obama for calling Russian President-elect Vladimir Putin to congratulate him on winning the presidential election earlier this year.
"It is not an accident that Medvedev is now busy attacking me," Romney wrote.
Later Tuesday, Romney addressed the topic again during an appearance on "The Tonight Show with Jay Leno" and said of Russia: "They basically stand up for the world's worst actors."
Democrats have been aggressively defending the president since his off-mic comment became public, citing foreign policy experts who have called Romney's comments potentially dangerous or reckless.
"The level of naivet? about foreign relations that Gov. Romney displays is astounding. Worse, it is potentially dangerous for our country," said Timothy Roemer, a former ambassador to India who served on the 9/11 Commission.

Microsoft reveals winners of Windows Phone student app contest
A few months ago, Microsoft launched a contest where it asked college student app developers to submit their Windows Phone apps to be judged by Microsoft. This week, the Windows Phone blog site announced the two grand prize winners of the "Big App on Campus" contest.
The two winners, which received $15,000 each, included Andrew Bares of the University of Arizona who created the Power Planner app. The $1.99 app is designed to help students keep up with their classes and homework.
The other grand prize winner was Jeremiah Isaacson of the University of Wisconsin. He won for his free Windows Phone game Ninja Fruit, which turns the popular Fruit Ninja game 180 degrees by having a green lime attacking all those ninjas that have been slicing up fruit.
Two other Windows Phone app creators won $2,500 each for the People's Choice award, which was voted on by Facebook likes. One is a Reddit-based app called Baconit from Quinn Damerell of Purdue University. The other is ScanBizCards, a business card creation app from Chevon Christie of CUNY/Hunter College.
In addition to the cash prizes, all 10 finalists were flown by Microsoft to attend the recent South by Southwest music festival where they got a private concert from four indie bands.

Q: I plan to buy a home next year. When I get approved for a loan, how long do I have to bid on a home? If I've narrowed down my search to three homes, can I place an offer on all three?
A: What I like about your question is that you sound like you'll be an assertive homebuyer, and one who is willing to ask questions, get educated and think beyond the norm in order to get your needs met. Frankly, you almost need to be willing to think creatively and be a vocal representative for your own interests in order to get your needs met on today's real estate market.
1. Understand applicable approval timelines. A typical home mortgage preapproval letter is issued on the condition that the loan approval is good for somewhere between 60 and 90 days; some lenders will even extend it as long as 120 days. That approval -- or an approval issued by the lender upon receipt of an actual contract -- will also include a quote of an interest rate, which will also expire after a certain amount of time, generally ranging anywhere from 30 to 60 days, although the rate lock can also go as long as 120 days, depending on the lender.
These timelines are not satisfied by simply making an offer on a home; you need to get into contract on a home, go through underwriting and have the loan funded, or actually close the deal within those time frames to keep them from expiring.
Caveat: If the properties you're considering are short sales, you might not get a response from the bank for months.
2. ...But don't be governed (read: rushed) by these timelines. Here's the thing: Nothing bad happens if you don't find or buy a home soon enough to meet those timelines! All that happens is your mortgage broker or banker will have to resubmit the application, something they're going to need to do anyway with a full set of updated financial documentation whenever you do get into contract. It's uber-quick, easy and free to get approved again, once you've done it the first time.
And when it comes to rate locks, they often are set to expire on a date that ends up falling right in the middle of an escrow period; some lenders will allow them to be extended for a relatively small fee. However, lately, interest rates have been on the decline, so that the going rate that kicks in when a lock expires can be even lower than the original rate quoted.
Many, many buyers on today's market have to make several offers on different homes over many months, sometimes going into and falling out of escrow because the home doesn't appraise at the purchase price or has problems that are revealed during property inspections. Additionally, short sales -- which make up 30 percent of the national listing inventory, but as much as 70 or 80 percent of the listings for sale in individual markets, like Chicago -- just plain old take a long, long time to close escrow. And that's not at all in the buyer's control.
As such, it's not at all unusual for it to take a year or more for a house hunter to close escrow on his or her new home.
This is why it's more important on today's market than it ever has been to keep your credit in great shape; to not make any large purchases or big career changes without first consulting with your mortgage pro; and continue saving (not depleting) your down payment and closing-cost fund between the time you first are approved for a home loan and the time you actually close escrow on a home.
What's critical is that you find a home that will work well for your household over the long run, is in acceptable condition for you and is affordable for your budget. I would say that these expiration timelines for your loan approval and interest rate should be given very little or no consideration in terms of making you feel rushed in finding or buying the right home for you.
3. Buyer beware of making offers on multiple homes at once. Legally and technically speaking, there is nothing that prohibits you from making offers on more than one home at once. However, except in the most dire of circumstances, I'd encourage you to take on one home at a time. In a normal market, you'd be able to make several offers, get answers to all within a day or so, and then make a decision, exercising your contingencies to back out of the properties you decide against.
However, on today's market, you might make an offer on a regular home (where no bank is involved) and get an answer back tomorrow. Then, another one of your three might be an REO (bank-owned property), where you get a response to your offer in 10 days' time. Then, the other property might be a short sale, on which you would not get an answer back for four months.
Additionally, REO listings might actually require you to turn over a real cashier's check, and may limit your ability to recoup your deposit money once a certain time period has elapsed.
So, while you and your agent might be able to keep track of everything, including all the timelines for your deposits and the actual deposit-money dollars, the more properties you get involved with, the more chance there is of a mix-up that ends up with you breaching a contract and/or losing your deposit money. And depending on the specific terms of the various contracts (banks often impose more burdensome terms and limit contingencies on buyers of REOs and short sales) these can be easier than you might think to run afoul of.
I'd suggest this: Pick the property you like the most and make an offer on it. If it's a regular sale, ask the sellers to respond within 24 hours, and let their agent know that the reason for the rush is because you have other properties you'd like to make offers on if you can't cut a deal.
If you do get into contract on a short sale and find yourself in monthslong limbo awaiting an answer from the sellers' bank, consider continuing to look at other properties. And perhaps even make an offer on one if you like it and its price just as much, and it is a nondistressed sale or a foreclosed home, both of which you can expect to get an answer from relatively quickly, in most cases.

Analysis: U.S. job gains hint at more spending and hiring
WASHINGTON (Reuters) - It's not quite Easy Street, but more money is starting to flow along Main Street.
A recent acceleration in U.S. job growth could create a virtuous cycle, lining the pockets of more Americans, leading to more spending, faster growth and further hiring.
The pickup isn't enough on its own to guarantee a robust recovery, but it offers hope that the brighter economic signs in recent weeks will prove lasting.
On an annualized basis, the 734,000 jobs created over the past three months probably generated about $360 billion in additional income, when taking into account the modest rise in hourly earnings and longer working hours, economists say.
It's this expected lift from income that could spur a self-feeding cycle of spending and hiring, and help bolster the tepid U.S. economic recovery.
"There is some probability that it will feed on itself and that this acceleration we have seen in employment will translate into stronger GDP growth, stronger income growth and a stronger economy over the quarters ahead," said Ray Stone, an economist and a co-founder of Stone & McCarthy Research Associates in Princeton, New Jersey.
"I would like to wait for a few months before concluding we are on Easy Street here, but I am encouraged."
THE RECOVERY'S MISSING INGREDIENTS
Strong job growth and healthy income gains have been the missing ingredients in the recovery from the 2007-09 recession. While growth in per capita wages is still restrained by the huge number of Americans hunting for work, the situation should improve as the labor market strengthens.
"With employment gains starting to accelerate, it's certainly something that will push income growth to be more consistent with employment growth, and therefore it creates a virtuous cycle that we are all waiting for," said Torsten Slok, a senior economist at Deutsche Bank in New York.
Every gain of 100,000 in payrolls should lead to monthly income growth of 0.2 percent to 0.3 percent, according to Millan Mulraine, senior macro strategist at TD Securities in New York.
"If the economy generates 225,000 to 250,000 jobs per month for the rest of the year, nominal income growth could accelerate and be sustained at a more respectable 0.4 percent monthly average," Mulraine said.
Over the six months through January, income rose an average of 0.3 percent per month.
A quicker pace of income growth could boost consumer spending - the economy's main engine - by about 0.2 percent on an inflation-adjusted basis when taking into account a relatively comfortable pad of savings that households could tap, according to Mulraine.
With inflation tame, the quicker spending could help push GDP up by about 2.5 percent to 3 percent this year - not gangbusters but hopefully enough to keep whittling away at a jobless rate that's still running high at above 8 percent.
"While this is not an especially strong pace of growth, it will mark a material acceleration in the pace of the recovery, and will place the recovery on much firmer footing going into 2013," Mulraine said.
Last year, the economy grew only 1.7 percent.

Jesse Jackson: Racism scrutiny on WCup host Russia

GENEVA (AP) -Rev. Jesse Jackson believes Russia will be unable to ignore incidents of racist abuse in football stadiums as it prepares to host the 2018 World Cup.
The civil rights leader, speaking to The Associated Press at its office in Geneva on Wednesday, said that "racism in the field of soccer can't be ignored because it is so visible."
"These global events put the spotlight on how racism is viewed," Jackson said.
Earlier, Jackson referred to Russia's issues during his speech at a United Nations event marking International Day for the Elimination of Racial Discrimination.
He highlighted an incident Sunday when a banana was thrown at Congolese defender Christopher Samba, who is black, after a league match away to Lokomotiv Moscow.
Samba, who joined Anzhi Makhachkala from English Premier League club Blackburn last month, threw the banana back into the main grandstand.
His Anzhi teammate Roberto Carlos, a member of Brazil's 2002 World Cup-winning team, also had a banana thrown at him during a match against Krylya Sovetov last June.
"Clearly, the visibility of these incidents puts Russia on the defensive and challenges the need to invoke a deterrent against these languages and these actions," Jackson said.
The subject was center stage Tuesday when Russian football leaders hosted a news conference in Moscow to update on 2018 preparations that are otherwise ahead of schedule.
Sports minister Vitaly Mutko pledged that Russia would work hard to combat discrimination among fans.
"Of course it's bad and Russia will fight against such manifestations of racism," said Mutko, who is a member of FIFA's executive committee.
Alexei Sorokin, chief executive of the 2018 organizing committee, said he believed Russian pride in staging the competition would help "eradicate" any prejudice.

VIENNA (AP) ? North Korea has invited the International Atomic Energy Agency to return, three years after expelling its nuclear monitors, the agency said Monday. The U.S. said such a move would be welcome but remained critical of the North's rocket launch plans.
Without disclosing the North's terms, IAEA spokeswoman Gill Tudor said it received the invitation on Friday. That was the same day that Pyongyang announced it plans to launch a satellite on a rocket, a move that Washington has suggested could jeopardize a nuclear moratorium deal reached with the United States last month.
IAEA's announcement of the overture from the North came just hours after Ri Yong Ho, a senior North Korean nuclear negotiator, said Pyongyang was sending invitations to agency inspectors as part of implementing the moratorium agreement.
U.S. State Department spokeswoman Victoria Nuland said Washington had not been told of a formal invitation to the IAEA from the North ? but said such a move would be positive, while repeating America's reservations about the planned satellite launch.
"Obviously there's benefit for any access that the IAEA can get," Nuland told reporters. "But it doesn't change the fact that we would consider a satellite launch a violation not only of their U.N. obligations but of the commitments they made to us."
Now in doubt, the deal foresaw hundreds of tons of U.S. food aid to the impoverished North in exchange for a moratorium on missile and nuclear tests, as well as suspending nuclear work at its Yongbyon reactor.
The deal also opened the way for IAEA inspections of the North's nuclear program, which has gone unmonitored since the country asked agency experts at the reactor to leave and restarted its atomic activities three years ago.
The agency did not details the terms of the invitation to visit North Korea, including whether they would involve an in-country discussion of what IAEA experts could do at nuclear sites, or whether they outlined what the U.N. nuclear monitors would do at the sites.
"Nothing has been decided yet,' said Tudor, the IAEA spokeswoman, in an email to news organizations. "We will discuss with the DPRK and other parties concerned for the details of the visit," she said, using the acronym for the North's formal name, the Democratic People's Republic of Korea.
North Korea is under tough U.N. sanctions that were tightened in 2009 when it conducted its second nuclear test and launched a long-range rocket. In late 2010, Pyongyang unveiled a uranium enrichment facility that could give North Korea a second route to manufacture nuclear weapons in addition to a plutonium-based program at its reactor.
Despite concerns from China, its chief ally, Ri, the senior North Korean nuclear negotiator, reiterated that his country views the planned launch as legitimate after holding talks Monday with his counterpart in Beijing. He said the launch of the satellite is separate from recent talks with the United States and North Korea over food aid.
"The launching of the satellite is part to our right to develop space programs," Ri said, warning the North would respond to any threats on its sovereignty.
"Regarding the peaceful purpose of the satellite launching, if others are practicing double standards or inappropriately interfere with our sovereign rights, we will be forced to react to it. But we will try our best for these things not to happen," he said.
The U.S., Japan, Britain and others have urged North Korea to cancel the launch, calling it a threat to diplomatic efforts and warning that it would violate a U.N. ban on nuclear and missile activity because the same rocket technology can be used for long-range missiles.
The South Korean government on Monday called the launch a provocation that is aimed at developing a long-distance method to deliver nuclear weapons, according to South Korea's presidential office.
China, North Korea's main political and economic ally, expressed rare concern Saturday about the planned launch and called on all parties to exercise restraint. Ri said he met with his Chinese counterpart Wu Dawei in Beijing but did not give details about their talks.
North Korea said Friday that it would fire an observation satellite into space on a new rocket as part of celebrations next month of the 100th anniversary of late President Kim Il Sung's birth.
The moratorium agreement was seen at the time as a promising step toward better relations between Washington and Pyongyang and progress toward restarting six-nation talks on North Korean nuclear disarmanent.
Nuland said Monday the U.S. is "heartened" that the other parties in the talks, including China and Russia, had made clear they regard the launch as a bad idea, violating North Korea's international obligations.
"We are hoping and expecting that the DPRK will take that to heart," Nuland said.
